Giving her an ultimatum good or bad move?

Our plans never seem to develop. she usually makes an excuse the day before or last minute, and yesterday she just didn't bother coming over when we had made plans for her to. So I told her to either start spending time with me or move on. Before you say she has already moved on, know that she has been texting me and was the one who suggested getting together again... Anyways.. Was this a good or bad move in your opinion?
