Is molestation ever forgivable?

My partner's 77 year old step-father tried to tongue kiss her 19 year old daughter last night but her mother doesn't seem to think it was a big deal - we think it is. Is it right to be unable to forgive him? (He's now trying to shift the blame saying she is unstable an he didn't really do anything wrong).
