Is there a strategic shift to deal with Tamilnadu fisherman 'entering' srilankan waters?

It is quite common among fishermen to enter other countries water boundaries to catch fishes.But normal practice is to warn them and send them back without harming them.Here in T.N Fishermen s case regional politics plays a vital part as if they are the guardian of fishermen without minding the practical problems &difficulties faced by the fishermen.In this case,the entire blame should go to the State Government as it is failing to impress the fishermen about danger of crossing the border as well as the Central Government about the sensitive of the issue involved.This problem could have been solved if the state Government is able to check the parties like VCK and MDMK.Compensation given or to be given is nothing but an eye wash and wastage of public money.
