Why is my jeep overheating?

Check to see if it drops the engine RPMs a lot when the compressor kicks on or makes loud noises. Also I'm uming the shroud for the clutch fan is in place. Other than that my best guess is that the cooling system is just simply underpowered for your conditions since it takes 15 min to over heat which means it has to creep its way up.
